i belive california will get out of a drought if the government will build a giant pipe to suck water from the ocean and lead the pipe to some of californias driest places and build lakes more lakes means more forrests will grow causing better oxygen and the lakes will end up giving more water to the clouds which will produce more rain. i do beileve that this will cost millions of dollars but california will make the money back with the new lakes and other buissneses the lakes will bring
